National Security Presidential Memorandum
Presidential directives issued for the National Security Council are known as national security directives. Since 1947, every president has issued such directives, which involve foreign, military, and domestic policies. National security directives are generally highly classified and available to the public only after a long time. Unlike executive orders, they are directed only to the National Security Council and senior officials, and embody foreign and military policy-making guidance.
