Congestion Relief Zone
Congestion pricing in New York City began on January 5, 2025, applying to most motor vehicular traffic in Manhattan's central business district south of 60th Street to encourage commuters to use rapid transit. Tolls are collected electronically, varying by time of day, vehicle type, and presence of an E-ZPass transponder, with estimated profits of $15 billion to be invested in long-term transportation initiatives. The plan was first proposed in 2007, included in the 2019 New York State budget, and revived in 2024 after delays and holds. The tolling zone excludes FDR Drive and West Side Highway, with exemptions for Brooklyn Bridge and Queensboro Bridge users.
