Ukraine is "testing ground" for North Korean missiles, Seoul tells UN

The Russian envoy said the U.S. appeared to be spreading "false" information. But he stopped short of outright denying that Russia was using North Korean weapons. The United States said last week that Russia had attacked Ukraine with missiles from North Korea.
