Russian President Vladimir Putin to visit Mongolia despite International Criminal Court arrest warrant

Russian President Vladimir Putin is scheduled to visit Mongolia on September 3, despite the country being a member of the International Criminal Court (ICC). This will be Putin's first trip to an ICC member state since the ICC issued an arrest warrant against him in March 2023, accusing him of war crimes and the illegal deportation of Ukrainian children to Russia. Ukraine has urged Mongolia to arrest Putin on the ICC warrant, but the Kremlin has dismissed the accusation as politically motivated. According to the Rome Statute, ICC members are required to detain suspects for whom an arrest warrant has been issued, but there is a precedent of a high-ranking official (Sudanese President Omar al-Bashir) not being arrested in a similar situation in 2015.
