Russia declares state of emergency over Kursk incursion
Ukrainian forces have launched a significant incursion into Russian territory, with reports indicating that they have breached Russian border defenses and seized several settlements in the Kursk region. The attack, which began on Tuesday, has triggered a state of emergency in one western Russian region. According to Russian officials, at least 1,000 Ukrainian troops entered Russian territory, but Ukraine has not confirmed the launch of the cross-border attack. Russian forces have reportedly blocked Ukrainian troops from advancing further, with heavy fighting reported near the town of Sudzha. Ukrainian armored columns have been moving up to 6 miles inside Russia, with some reports suggesting that they have pushed at least 10km into enemy territory. The incident marks one of the biggest incursions by Ukrainian troops into Russian territory since the war began.
I would like to appeal to all sides to exercise maximum restraint in order to avoid a nuclear accident with the potential for serious radiological consequences.
It is the army's business to say what is going on there. As of today, we have a war that is gradually advancing into the interior of the Russian Federation. Will it scare them? Yes. Will they react with anything other than fear? No.
The root cause of any escalation, shelling, military actions, forced evacuations, and destruction of normal life forms, including within Rf's own territories like Kursk and Belgorod regions, is solely Russia's unequivocal aggression.

Putin's accusation of a large-scale provocation is aimed at rallying support. It is probable that the Russians had intelligence of an incursion into Kursk.
That could have a strong psychological impact on Russia, where people may start saying, 'How are we supposed to take territory if we're not able to defend our own?'
It's significant because [Ukraine's incursion] represents the most substantial co-ordinated attack into Russian territory.
Ukraine has had no major victory since retaking Kherson (in November 2022). It could be an attempt by the Ukrainian government to show some sort of victory or success.
