Putin says 'Islamists' behind Moscow attack and links them to Ukraine

There have been conflicting reports regarding the perpetrators of an attack on a concert hall outside Moscow, Russia, which resulted in the deaths of at least 137 people. Russian President Vladimir Putin has identified the attackers as "radical Islamists" and suggested that they may have ties to Islamic State (IS) groups such as ISIS-K. Putin has further claimed that Ukraine was involved in the attack and that those who support the Ukrainian government don't want to be "accomplices in terror." The Kyiv government has rejected these claims. The Islamic State has also claimed responsibility for the attack.
