North Korea says leader Kim oversaw submarine-launched cruise missile test

North Korean state media say the country's leader, Kim Jong Un, oversaw the launch of two submarine-launched cruise missiles. The newly developed Pulhwasal-3-31 missiles "flew in the sky over the East Sea ... to hit the island target," the KCNA news agency said.
