Macron Acknowledges France Possibility of Preventing 1994 Rwanda Genocide

French President Emmanuel Macron has stated that France and its Western and African allies could have prevented Rwanda's 1994 genocide as they had the means to know and act. Macron will not be attending the commemoration in Kigali this year, instead releasing a video message on social media. In 2021, during a visit to Rwanda, Macron acknowledged France's "responsibility" but did not offer an apology. Rwandan President Paul Kagame signaled that relations between the two countries had improved following the acknowledgment.
