Governments must stop pretending they are powerless to end this genocide, which was enabled by decades of impunity for Israel's violations of international law.
Amnesty International concedes that identifying genocide in armed conflict is complex and challenging, because of the multiple objectives that may exist simultaneously. Nonetheless, it is critical to recognise genocide, and to insist that war can never excuse it.
The presence of Hamas fighters near or within a densely populated area does not absolve Israel from its obligations to take all feasible precautions to spare civilians and avoid indiscriminate or disproportionate attacks.
