International Criminal Court Issues Arrest Warrants for Two Russian Officers Over Strikes on Ukrainian Infrastructure

The International Criminal Court (ICC) has issued arrest warrants for two high-ranking Russian military officers, Sergei Ivanovich Kobylash and Viktor Nikolayevich Sokolov. Both individuals hold the ranks of army lieutenant general and navy admiral, respectively. The charges against them involve directing attacks on civilian infrastructure in Ukraine.
